Born in Towada City, Aomori Prefecture
After graduating from university, from April 1978, worked as a social worker at the psychiatric department of a general hospital in Hidaka, Hokkaido. Participated in the establishment of "Urakawa Bethel House" (April 1984, now a social welfare corporation) as a base for community activities with people with mental disorders. In 2001, he invented the study of parties as a dialogue practice, and since April 2003 he has been teaching at the Faculty of Nursing and Social Welfare, Hokkaido University of Health Sciences, working to spread the study of parties both in Japan and overseas. In March 2021, he was appointed emeritus professor at Hokkaido Medical University, and in April, he became a specially appointed professor at the Graduate School, Faculty of Nursing and Welfare, and the Advanced Research Promotion Center.

Became an electric wheelchair user in the first year of junior high school, and the world changed dramatically. I feel uncomfortable with the rehabilitation of walking supremacy.
In high school, he learned about the independent living movement for physically disabled people, and started living alone in college.
He deeply resonates with the movements of hearing-impaired students of the same generation he met in college. Understand the depth of ``assimilation-type discrimination'' against ``invisible disabilities'', which is different from ``exclusion-type discrimination'' against oneself with ``visible disabilities''.
After graduating from the Faculty of Medicine, the University of Tokyo, he worked at the Department of Pediatrics, Chiba Nishi Hospital, and the Department of Pediatric Cardiology, Saitama Medical University. , pediatrician. Director of the Japanese Society for Developmental Neuroscience. Specializes in pediatrics and research on people with disabilities.
